Council Island is an extraterritorial district of Seattle, where the Salish-Shidhe Council maintains a diplomatic mission. Visitor visas are required for foreigners.

What's the Job? - Plant Bugs/Evidence at Place, and another Team is involved, our goals don't cross.
Sounds like the job is about spying on, or framing, someone involved in Salish-Shidhe/Seattle politics.
I feel like the other Team is looking to steal some data.

What's the Data Storage Thingy? - Seemingly Unimportant Item.
Ok so there's another team of shadowrunners involved and they're trying to steal a stapler from middle-management for some reason. Maybe it's the victim's favorite and the client wants to hex them. It's probably someone else who works there.

So who are we bugging or framing? - Troll/Scientist  Activist.
It's a troll politician - involved in metahuman rights activism (d6=6, pro- and genuine about it).
Oh shit, it's starting to look fairly nasty.
He's a runner-up for district representative of the Barrens - wants to change things there. The client wants things to stay shit, so they'd like you to plant evidence that will discredit them.

Who's the Client? d6=2 they represent a Corporation, not just acting on their own.
A Wuxing Inc. Representative, and a Mage, with a seat at the Salish-Shidhe Council. Wuxing digs the toxic feng shui generated from the Barrens - they can sell stuff to help "clean it up".

We can suppose this will involve infiltrating a fairly well-protected office on Council Island. It'll be a mix of a mayor office and justice building of sorts. Let's add an additional place from a table where some other step will be required.

Another Related Place - Plains or Wastelands
This vibes well with the NAN political involvement. I'm thinking since the job is pretty shady, the debriefing/delivery of payment is a set-up on SSC territory, in the outskirts of Seattle. The Mage doesn't intend to pay the other half, and to get rid of the shadowrunners.

Her so our themes are Neons, Socialism and Irony. Socialism is covered by the Troll activist being a major element of the adventure. He's probably backed up by a policlub like Mothers of Metahumans, too. For Neons I can amp up the nightlife visuals - there's some festival/protest going on on Council Island, so lots of flashing lights! And it's related to both metahuman rights and the environment - a corporate is trying to take over some water reserves in the plains. That setup happens at the construction site, which is tied to ancient burial grounds and prehistoric caves. There will be angry ghosts/nature spirits involved.

Ok, I know where this ends, what the job entails, a fun complication to go along with it. I'll roll to see what the other team is made up of on a following ad-hoc table, and that gives me two major NPCs (the mage and the troll politician), and some minor NPCs. By the way, since it's about framing a guy, we'll make the fake evidence be a mix of incriminating fraud stuff AND some viral-worthy fabricated BTL trid of the troll doing it with a cow. Good ol' slandering. I really hope the PCs do their homework and follow their conscience on this one - I could see some groups framing the Mage instead when they realize what's up. Or they could be greedy bastards, their choice.
